Working with Non-Professional Associates

I've worked really hard to build my Event company to a professional level, I am always reaching for a higher clientele, but not neglecting my regular clients who doesn't have a lot of money to spend toward their events, I would say that 70% of my business comes from word of mouth, 30% are from Bridal Expo's and advertisement.

I have Associates in the business that I have referred to my clients in the past, I would like to continue to refer them, but their work is not up to that level that my clients are looking for. My problem is that every time that I refer them to clients, I get negative feedback from my clients telling me that they was not satified with their product or services. I don't want to appear to be a (miss- know- it- all) to my associates, so I keep my mouth shut. I feel that I'm not doing them any good by keeping silent, I do tell them things when they ask for my opinion. I don't want to offend them but telling them how to do their craft, so I asked my clients to send out comment letters to all their vendors who service them whether it's good or bad.
